About the role:

The Cost Estimating Lead supports APX Delivery by leading the development of high-quality, compliant project cost estimates for proposals and contracts. Reporting to the Cost Estimating Manager, you will oversee major elements of the estimate. It provides input to detailed Basis of Estimate (BOE) documentation, and ensures understanding across technical, schedule, and cost inputs.

 

The Cost Estimating Lead is a necessary contributor throughout the offer lifecycle – from capture and proposal through fact-finding and negotiations – and provides an organized and documented handoff to Project Delivery at contract award. You will play a critical role in standardization and continuous improvement within the APX Project Delivery and Commercial Integration organization.

 

You will report to the Director, Project and Portfolio Planning, and be located at the Cranberry Township, PA headquarters facility. You will be Hybrid.

 

Key Responsibilities:

  • Accountable for cost estimating across capture, proposal, and fact‑finding/negotiations for offer sizes ranging from Front End Engineering Design to Engineering Procurement and Construction projects and ensuring a clean handoff to Delivery upon contract award.

  • Lead the project cost estimating process in the preparation of compliant, accurate cost proposals for the APX business.

  • Develop cost models and Basis of Estimates (BOEs) to support Request for Proposal (RFP) responses, proposals, and task orders.

  • Help develop standard cost models and BOEs to improve consistency and efficiency of cost estimates.

  • Review solicitations and coordinate with proposal teams to support estimating requirements and proposal strategies.

  • Coordinate cost volumes and support proposal narrative development, ensuring consistency between technical and cost volumes.

  • Coordinate with other APX Project Delivery & Commercial Integration teams to collectively support clear resource demand signal and schedule input for offer development.

  • Implement and maintain standard estimating processes, documentation, and gate reviews; ensure audit readiness.

  • Provide project cost leadership during fact-finding, negotiations, and contract award processes.

  • Support development of internal expertise and best practices to ensure consistency between the cost estimating team.

  • Analyze historical cost data and trends to enhance cost estimating accuracy and efficiency.

  • Support implementation of cost estimating software to standardize project cost estimate preparation.

 

Qualifications:

  • Bachelor's degree in business administration, construction management, engineering, or a related discipline. May substitute equivalent experience in lieu of education.

  • 5+ years of progressive cost estimating experience.

 

We are committed to transparency and equity in all of our people practices. The base salary range for this position, which is dependent upon experience, qualifications and skills, is estimated to be $116,800 to $146,000 per year.
