About the role:

As an Assistant Facility Security Officer, you will direct security measures. These measures are necessary for implementing the applicable requirements of the NISPOM rule, 32 CFR 117. They are also necessary for implementing the related USG security requirements of the Department of Energy (DOE) and the Department of Defense (DoD). Your ultimate goal is to ensure the protection of Controlled Unclassified Information (CUI), Naval Nuclear Propulsion Information (NNPI), and classified information.

 

You will implement security policies and procedures with government agencies and Westinghouse Government Services LLC (“WGS”). You will require direct support and coordinate several Department of Defense (DoD) and Department of Energy (DOE) programs. This work ensures that government, contract, and company security policies and procedures comply.

 

You will manage local access restrictions, which will include scheduling and placement of workers to ensure programs are segregated in the space. and coordinates/conducts/creates ongoing security training briefings. Lead U-NNPI security for programs in the PA and Northeast areas. Work with the Corporate FSO and the security team for audits/inspections. Administer routine aspects of industrial security programs and support the DoD/DOE Program in compliance with all applicable government security regulations, orders, directives and contract indicated requirements. Document the certification and accreditation and daily use of a DoD Restricted/Closed Area once we approve it for use. Work as a team member with all security personnel. Work with Program Management to support the security needs of programs. Work with the Corporate FSO to ensure that security, export control and IT compliance requirements are met, trainings and procedures are comprehensive.

 

You will report to the Facility Security Officer and be located at our Cranberry Township, PA headquarters location. This is an onsite role.

 

Key Responsibilities:

  • Create procedures for and then manage the security of a DoD Restricted/closed area and associated controls of the branch facility.

  • Develop security procedures.

  • Create training to security plans and procedures and use communications such as the monthly company newsletter.

  • Establish and maintain positive working relationships with Program Management, Program personnel, Program Partners, subcontractors/vendors and WGS corporate security leadership.

  • Use federal and company systems and other special access sites to process employee clearances, maintain visitor control and confirm access rosters.

  • Provide new employee security briefings, exit interviews, and debriefings including briefings and access agreements for special category materials.

  • Maintain local required postings and labeling.

  • Using the Security Classification Guide, review for classification and compilation. Ensure program personnel review for compilation, tracking the government customer pre-approval before any transmission of information, regardless of level.

  • Handle reportable security infractions/violations with the corporate FSO, Program Management and Corporate Management for concurrence.

  • Conduct self-inspections in preparation for security audits.

  • Participate and be responsive to audits.

  • Prepare written reports of surveys, inspections, non-compliances and violations.

  • Maintain all security documentation and files observing government requirements; including maintaining accountability for a variety of sensitive and classified information according to separate regulations imposed upon them.

  • Prepare necessary paperwork to support federal government investigations or annual visits and meet with federal government representatives upon request.

  • Perform marking of data at the CUI and classified levels.

  • Work with the ISSM concerning accreditation and reaccreditation of classified IS Systems to include user access, auditing, configuration management, documentation, and training observing USG policies and regulations.

  • Required to respond to local alarms.

  • Schedule timing and coverage of closed and sensitive areas.

  • Maintain Training with Defense Counterintelligence and Security Agency (“DCSA)”, Center for Development of Security Excellence (“CDSE”)

  • Required to complete all applicable training and qualify as the COMSEC custodian.

  • Ensure that you conduct all required daily checks, implement access restrictions (including visitor policies and random checks), and maintains accountability.

 

Qualifications:

  • Bachelor's Degree or equivalent experience.

  • 5+ years of experience (can be a combination of related experience in industrial security and the U.S. military) supporting classified program security.

  • Complete the CDSE FSO training for possessing facilities within 6 months of hire and Insider Threat training course within 1 month of hire. We will also require an additional DOE course.

     

We are committed to transparency and equity in all of our people practices. The base salary range for this position, which is dependent upon experience, qualifications and skills, is estimated to be $90,000 to 112,500 per year.
