About the role:

As a Lead Procurement Engineer you will provide senior technical and execution leadership for Nuclear Steam Supply System (NSSS) primary components procurement and delivery activities supporting both domestic and internation projects. You will be responsible for driving complex procurement execution across the full lifecycle. This includes design, pre–purchase order (PO) planning, PO placement, and post-PO oversight, delivery, and turnover to the customer.

 

You will report to the NSSS WBS 5 Delivery Stream Engineering Manager within APX supply chain. We base this role in Cranberry Township, PA, as a hybrid option.

Key Responsibilities:

  • Supplier Strategy and Procurement Planning:
    • Improve/Support Supplier Identification and down selection.
    • Promote/Support completion of Supplier Technical Evaluations and Quality Audits.
    • Guide/Support completion of NDA/PIA negotiations.
    • Lead Request for Quotation (RFQ) package creation (i.e., draft SAP requisition for RFQ including all technical and quality requirements).
    • Collaborate with design engineering and quality to develop appropriate document submittal and witness and hold point (W&HP) requirements.
    • Lead Supplier Design Proposal / Compliance Matrix review meetings.
  • Supplier Oversight:
    • Create Manufacturing and Process Plan estimates for use in design option selection or validation of cost and schedule.
    • Develop supplier oversight labor plans and work with Supplier Performance Engineering, Supplier Quality and Fab Follow Engineering to ensure resources are available and support supplier manufacturing and delivery.
    • Implement Supplier Oversight Quality Assurance (QA) Technical Witness and Hold Points.
  • Supplier Development & Management:
    • Improve cost and schedule / reductions through supplier management efforts.
    • Conduct scheduled meetings (e.g., bi-weekly, weekly) with Supplier and Westinghouse Project Support Team Members.
    • Develop/Support Purchase Order (PO) Change Requisitions / Notices.
    • Ensure all required Supplier PO scope is complete, including fabrication, testing and documentation.
    • Archive the QR/QADP in PRIME and then send it to the site or customer (as defined by the project) to aid in receipt and turnover of equipment.
    • Work with Westinghouse Logistics to arrange for shipment. Ensure all standards and processes are adequately described in Level 2 and 3 procedures, and comply with applicable procedures and standards.

Qualifications:

  • Bachelor's Degree or higher in Engineering.
  • Minimum 10 years of relevant experience, preferred in the Power Generation or Nuclear Industries, with manufacturing and supply chain experience.
  • Willingness to travel to support supplier development, oversight and emergent project issues.

 

We are committed to transparency and equity in all of our people practices. The base salary range for this position, which is dependent upon experience, qualifications and skills, is estimated to be $116,800 to $146,000 per year.
