The Manager, Global Talent Acquisition Operations oversees the engine that ensures we have the consistency, speed and quality to scale for growth.   This oversight includes processes, systems, data integrity, and operational infrastructure.  This role ensures the processes, training, analytics, workflows and support are in place to support the business, enabling a best-in-class candidate and hiring manager experience. Additionally, this role ensures hiring managers have a process to best support their hiring needs, ultimately, the business benefits by having the best person in the right job on time.

The role partners closely within the TA organization and throughout HR to optimize the recruiting ecosystem and drive continuous improvement across technology, compliance, and operational effectiveness. You will report to the Senior Director, Global Talent Acquisition.

 

Key Responsibilities

  • Own end-to-end administration and optimization of the Applicant Tracking System (ATS), ensuring stable performance, data integrity, and a positive user experience for candidate, hiring manager, and recruiter.
  • Lead governance and continuous improvement of the ATS and both internal and external (Westinghouse Careers) career platforms, including prioritizing, testing, and implementing enhancements, and driving global user adoption.
  • Build scalable global improvements to support organization growth.
  • Develop and deploy an operational rhythm to ensure compliance, data integrity, and best in class recruiting experience.
  • Ensure operational excellence in all recruiting related programs (such as referral program) and deployment of enabling technology (such as AI, CRM).
  • Partner with HRIT to ensure system performance, data integrity, permissions, integrations, and security.
  • Develop and maintain documentation, SOPs, and training guides for TA tools.
  • Maintain standardized recruiting processes, workflows, and service-level expectations
  • Identify operational gaps and drive continuous improvement initiatives; lead change management, adoption, and communication efforts.
  • Ensure consistent and compliant execution of TA processes across locations and divisions.
  • Manage talent acquisition operational risk—including denied party and background screening, export control, reporting, and legal or audit requests—while collaborating with Legal and Compliance to ensure adherence to evolving regulations, maintain accurate reporting, and resolve complex inquiries with sound judgment.
  • Develop guidelines and controls to reduce operational risk and ensure ethical hiring practices.
  • Partner with the HR Reporting team to develop and maintain dashboards, scorecards, and reporting on KPIs such as on time delivery, time-based metrics, candidate metrics, source effectiveness, and recruiter workload.
  • Provide data-driven insights to influence TA strategy and workforce planning.
  • Ensure data accuracy, cleanliness, and consistent reporting standards.
  • Manage a small team of Talent Acquisition Business Analysts.

Qualifications

  • 10+ years of experience in talent acquisition, or experience in multiple areas of HR that are impacted by the hiring processes (such as compensation, benefits, etc).
  • Prior experience with global ATS administration, and driving process changes
  • Prior experience in analyzing data to improve global processes and influence change.
  • Strong understanding of TA analytics, recruiting workflows, and compliance requirements.
  • Proven ability to streamline operations and implement scalable processes.
  • Excellent stakeholder management, communication, influencing and problem solving skills.
  • Experience supporting global, enterprise level recruiting operations.
  • Prior involvement leading change management in system enhancements, implementation or process redesign projects.
  • Preferred knowledge of process improvement methodologies (e.g., Lean, Six Sigma) or change management methodologies.

We are committed to transparency and equity in all of our people practices. The base salary range for this position, which is dependent upon experience, qualifications and skills, is estimated to be $112,400 to $140,500 per year.
