As Part of the Energy Systems Global Supply Chain Solution (GSCS) Team, the Principal Procurement Engineer will lead and oversee all the procurement activities (pre-PO and post-PO) for Energy Systems, with a focus on ensuring components are delivered on schedule, on budget, and meeting all applicable quality requirements. The candidate requires strong project management, procurement (RFx, Supplier Relationship, Contract Management), and strong relationship skills to work with both internal and external customers, suppliers, and internal cross-functional teams. The candidate must also possess a strong technical background (civil, structural, or mechanical), and experience in the nuclear industry, specifically with procurement and/or management of safety-related scopes and suppliers, is preferred. The candidate is a direct interface to both external customers and internal customers (Business Unit, Projects, Engineering, Quality and Sales Departments) for the Energy Systems contracts.  This is a US Only Remote role and will require travel up to 20%.

Your Day to Day:

  •  Lead all procurement activities in assigned programs to assure readiness for pre-PO and post-PO to ensure predictive delivery during execution.
  • Partner with GSCS, Engineering, Quality, and Supplier Performance Engineering functional teams to facilitate project charters, estimates & resource requirements, and execution.
  • Be responsible for monitoring active projects, updating status, eliminating roadblocks, and escalating issues as appropriate.
  •  Investigate, coordinate, mitigate, and communicate project changes.
  •  Understand the major technical and quality aspects of assigned scopes, and effectively communicate those requirements and details with suppliers.
  •  Support development of sourcing & procurement strategies and plans together with Offer and Project Teams. Identify and capture the demand, identify potential suppliers, and establish a communication channel towards the suppliers.
  •  Leverage Best-Cost Country Sourcing, with emphasis on middle/eastern Europe.
  •  Contribute to the development and execution of strategic sourcing strategies to achieve business goals while driving continuous improvement:

o  Coordination of the RFx Process and establishing sourcing strategies for suppliers and services.

o   RFx development and preparation, definition of commercial conditions

o  Solicit quotations, conduct bid clarification meetings and analyze contract proposals while leading formulation of strategy and negotiation of pricing, delivery, terms and conditions to satisfy requirements for highly complex and specialized materials, equipment, components, and services.

o  Leading Contract preparation and purchasing process. 

  • Analyze and evaluate all elements of cost for commodity groups to identify and obtain cost improvements. Develop strategies and tactics to maximize supplier base cost/value.
  • Sign off on Safety Related requisitions as needed.
  • Develop and maintain extensive relationships with key suppliers and stakeholders while mediating and resolving contract performance issues.
  • Utilize the corporate Approved Supplier List Process for sourcing requirements.
  •  Understand all the key operational & commercial elements of suppliers such as, but not limited to: Financial Stability and Objectives, Global/Regional Presence, Available Capacity, Top customers, and Top competitors and keep the Supply Chain Organization and business stakeholders informed of supplier capacity/performance and market constraints for future plans and actions.
  •  Understand supplier capacity, capability and manufacturing processes compared to project technical requirements in collaboration with Supplier Performance Excellence (SPE) Organization.
  •  Ensure compliance with regulatory requirements and Westinghouse´s Procurement policies and procedures.
  •   Manage supply and supplier commitments after a purchase order or contract is made, including change and contract management.
  •  Understand and analyze the entitlement and cost basis, support negotiations, draft agreements on changes, and reflect the change in the System (SAP, etc.)
  •  Provide a periodic schedule and customer status updates, per project requirements.
  •  Support Accounts Payables for resolution of discrepancies between the supplier invoices and the purchase orders.
  •  Mentor junior employees for career development.

Who You Are:

  • BS degree in Engineering (Civil, Structural, or Mechanical preferred)
  • 5+ years (typically 10-12 years) of project and/or supply chain experience supporting large-scale projects, preferably in the Power Generation or Nuclear Industries (other energy industries acceptable)
  • Project Management Professional (PMP) a plus.
  • Structural background is preferred
  • Experience with nuclear projects, including ASME NQA-1 and/or ASME III is preferred
  • Experience in international sourcing and knowledge of supplier base for the nuclear sector is a plus.
  • Microsoft Project, Primavera P6 or similar systems expertise is a plus
  • Experience with large and complex cross-functional projects
  • Fluency in written and spoken English; secondary language skills is a plus but not required
