About the role:
As the Senior Manager, APX Technical Offer Development, you will manage the APX Delivery global proposal development efforts. You will lead the preparation, coordination, and delivery of technical proposals for nuclear plant projects with a team of technical offer coordinators. It involves cross-functional, cross-company collaboration with engineering, project management, supply chain, and commercial teams. You will be the interface across APX Delivery functions, the APX Project Development & Partnerships (PDP) deal execution team, and business support functions during offer development and contract negotiations.
You will report to the Senior Director, Project Operations for APX Delivery and be located at the Cranberry Township, PA headquarters facility. You will be hybrid.
Key Responsibilities:

Proposal Planning & Management
-
Maintain integrated and comprehensive proposal dashboard, schedule, status tracking and reporting for all APX proposals.

Develop proposal schedule, set priorities and outline action items for delegation.

Ensure proposal efforts are adequately staffed, including coordination of required technical resources in cooperation with their management, and proposal coordination, production, editing and consulting resources.

Develop proposal strategies including win themes, competitive analysis, discriminators, winning executive summaries and compelling business cases

Offer Standards and Excellence

Lead and mentor a team of technical offer coordinators by promoting a culture of collaboration, accountability, and continuous improvement

Identify and lead development of standard material for use in future proposals

Oversee the establishment of a scalable offer generation process to respond to requests ranging from $1 million to $20+ billion; resolve issues and ensure that the proposal process follows all standards and provide training to key personnel.

Review offer draft and final versions for responsiveness, thoroughness, accuracy, staffing, financial considerations, quality design and layout.

Technical Coordination

Lead the development of technical components for expressions of interest, pre-qualifications, requests for information, other client inquiries and deliverables, and marketing materials.

Work with engineering teams to validate design assumptions and technical solutions.

Analyze RFPs and RFQs, identifying all requirements and criteria for evaluation.

Coordinate with APX PDP Deal Execution team and APX Delivery teams to refine technical offer content and update project cost during contract negotiations.

Qualifications:
-
Bachelor's degree in Engineering, Business, or related field
-
10+ years of experience with progressive commercial leadership experience.

Knowledge of proposal development tools and business development life cycles.
We are committed to transparency and equity in all of our people practices. The base salary range for this position, which is dependent upon experience, qualifications and skills, is estimated to be $144,000 to $180,000 per year. In addition to the base pay, this role may be eligible for incentive pay based on company and individual performance.
