LEU+ Commissioning Manager

The Commissioning Manager is responsible for commissioning through operational performance qualification of the LEU+ manufacturing process using the IQ OQ PQ framework (installation, operational, and performance qualification). The role will review contractual documentation and engineering documents to ensure that the commissioning & startup requirements are accounted for in the design. The Commissioning Manager prepares and keeps up-to-date pre-commissioning and commissioning execution plans (including the schedule, the mobilization of personnel and equipment). Supervises the preparation of the pre-commissioning and commissioning procedures. Supervises the preparation of the performance test procedures and of the operating manuals with the process team. Assists procurement group for the definition of vendor assistance. Assists subcontract group for the scope definition of work contractors. Manages the execution of pre-commissioning, commissioning and start-up and operational and performance qualification. Prepares the commissioning progress reports to the Project Management workstream. Coordinates assistance of the Vendor representatives. Supervises, if required, the performance tests. Interfaces with CFFF representatives to support hiring, training and skill set needs to support handover of the LEU+ expansion to CFFF Operations. Ensures the preparation of final reports, certificates, and customer requirements are met.

Ensures a strong focus, understanding and urgent correction of quality impacting issues and trends. Ensure changes and improvements that impact processes are effectively reviewed to ensure no adverse impact to product quality. Given the significance of the impact of quality defects in our product, is a visible champion in ensuring workers understand how their work activities impact product quality.
• Ensure effectiveness of operational systems; analyzing financial, production, quality control, and other operational data to ensure operational objectives are achieved. This includes all customer requirements, optimization of in-process inventories, and staffing requirements considering budgetary limitations, time constraints, and customer impact.
Education and Qualifications / Skills and Competencies:
Education Level (Degree, Area of Study) – Minimum Requirement:
• Bachelor’s degree in a related field, engineering or operations management preferred, MBA preferred
Years of Experience (if applicable):
• Minimum of five years manufacturing operations, chemical manufacturing preferred
• Ten or more years in a discipline closely related to plant operations
• Five to ten years of previous management experience required (Resources & Budgets)
• Extensive experience and strong understanding of manufacturing principles (preferred)
Professional Certifications:
• Lean Six Sigma certification preferred.
Skills and Competencies:
Knowledge:
• IQ OQ PQ methodology and practice
• Strong understanding of regulatory impacts and risks and ensures daily and long term operations meet all regulatory commitments and needs,
• In-depth knowledge of advanced manufacturing principles including lean manufacturing and six sigma;
• Knowledge of general accounting principles and practices, and the analysis and reporting of financial data;
• Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.
Skills:
• Strong communications, interpersonal, and organizational skills;
• Solid judgment and decision making based on data analysis and interpretation;
• In-depth leadership skills focused on motivating, developing, and directing others
Abilities:
• Demonstrated ability to effectively engage customers and is keenly aware of customer specific needs and challenges;
