Lead Licensing Engineer

The Lead Licensing Engineer serves as the Columbia Fuel Fabrication Facility (CFFF) technical expert with respect to CFFF Regulatory/Licensing programs, processes, procedures, reports and tools.  Maintains current the SNM-1107 licensing documentation, including the license application, the Fundamental Nuclear Materials and Control Plan, Physical Security Plan and the Site Emergency Plan are maintained current.  Protect employees, public, environment and facility by assuring CFFF is operated in a safe and regulatory compliant manner through application of NRC and SC-DHEC licensing activities/requirements. 

Your Day to Day:

• Provide expertise in licensing basis, as well as licensing issues
• Maintain current SNM-1107 licensing documentation, including the license application, the fundamental nuclear Materials and Control Plan, Physical Security Plan and the Site Emergency Plan
• Monitor daily operations performance to assure that the safety analysis is not violated, and issues identified through CAP/Redbook/ARC are reviewed for potential reportability
• Develop licensing submittals, licensing document changes and reportability event notifications
• Support resolution of regulatory compliance, reportability, and licensing issues
• Provide safety input to new designs and procedures
• Provide complete task management of regulatory issues
• Interface with Nuclear Regulatory Commission (NRC) staff and other regulatory agencies regarding compliance and licensing activities
• Establishes regulatory policy with respect to Special Nuclear Material (SNM) and radioactive materials licensing with the NRC and SC-DHEC
• Maintains applicable site/licensing permits current
• Provide technical and leadership guidance in support of plant safety programs, plant projects and modifications, Integrated Safety Analyses (ISA), EH&S quality assurance, item control, Human Performance, inspections activities, incident investigations and corrective actions
• Influence pending/future regulations that will impact CFFF
• Attend industry conferences as needed to ensure applicable programs stay current and benchmarking is conducted to obtain and implement best practices
• Support Emergency Preparedness as a member of the Emergency Operation Center
• Lead/support site assessments and initiatives
• Perform safety analysis to assure the risk of accidents is acceptable and update these documents on a continuing basis
• Perform frequency, consequence and hazard analysis for both chemical and radiological hazards
• Maintain current the Integrated Safety Analysis (ISA) and supportive documentation such as Process Hazards Analysis, Consequence Analysis and Fault Tree accident analysis

What you need to be successful in this role:

• Bachelor’s degree in Engineering or 4-year degree in related technical discipline
• Minimum of 7 years of applicable experience in a nuclear facility required

Skills and Competencies:

• Excellent leadership skills, verbal and written communications, facilitation and presentation, negotiating/persuasion skills and problem solving
• Proficient in knowledge, understanding, interpretation and maintenance of regulatory/licensing requirements.  Knowledge of IAEA, NRC and INPO guidelines, policies and procedures required.  Prior regulatory and licensing experience related to 10CFR70, 73, 74, 75, 37, 40 as well as the associated regulatory guidance document, such as NUREG/CR-6410 and NUREG-106.  Experience in performance of Process Hazards Analysis in a complex nuclear/chemical facility and the various types of analysis used, such as Consequence Analysis, HAZOPs, What-if Checklists and Fault Tree Accident Analysis preferred.  Experience and knowledge with the program elements and responsibilities of the ANSI/ANS-8 Standards preferred
• Proficient in PI programs and processes, use of Microsoft Word/PowerPoint/Excel, and use and knowledge of Corrective Action Program.  Experience in Continuous Improvement and Change Management required.  Demonstrated ability to coach, mentor and reinforce others, including providing constructive feedback related to improvement when necessary.  Demonstrated ability to interface with, influence and gain commitment at all levels of the organization
