ITER EHS Leader (Environment, Health, Safety)

About the Project – ITER & Westinghouse’s Role

ITER (International Thermonuclear Experimental Reactor) is a landmark international collaboration aiming to prove the viability of nuclear fusion as a sustainable and carbon-free energy source. Located in Southern France, ITER brings together 35 countries to build the world’s largest tokamak fusion reactor.

Westinghouse Electric Company has been awarded a major contract for the Sectors Welding (SW) of the ITER Vacuum Vessel (VV), a critical component of the fusion reactor. This involves:
- Welding together nine massive sectors of the VV using advanced TIG techniques.
- Mechanized and manual welding operations, including robotic arms and precision milling.
- Rigorous quality control and non-destructive testing (VT, PT, LT, RT, UT).
- Strict adherence to cleanliness, safety, and radiation protection standards.

This multi-year project presents significant technical and organizational challenges, requiring robust EHS oversight to ensure compliance, safety, and performance excellence.

General Mission

The ITER EHS Leader implements policies and develops practices aimed at identifying and mitigating conditions adverse to quality, safety, health of people, the environment, and radiation protection at the workplace and in external environments.

Key Activities

Under general guidance and in compliance with applicable standards and regulations, the EHS Engineer:
- Monitors EHS aspects of site activities (maintenance, inspection, construction).
- Coordinates EHS personnel, defines objectives, and ensures performance meets site needs.
- Investigates incidents with stakeholders to determine root causes and prevent recurrence.
- Implements corrective and improvement actions in the EHS domain.
- Provides training and performs inspections to ensure compliance with Westinghouse, client, and regulatory requirements.
- Maintains relationships with external stakeholders affected by EHS performance.

Responsibilities and Scope of Action

- Ensures compliance with all EHS aspects of services delivered within the ITER project.
- Works closely with the project manager to prevent incidents and analyze any that occur.
- Operates autonomously, reporting critical issues during weekly reviews.
- Has authority to stop activities in case of risk or non-compliance.
- Synthesizes information and coordinates EHS actions, contributing to performance improvement.
- Provides expertise and recommendations in specific EHS areas, including training.

EHS Leadership Missions

For this complex and large-scale projects, the ITER EHS Leader supervise EHS teams. Their missions include:
- Leading their team and interfacing with the project team, client representatives, authorities, and subcontractors.
- Participating in project meetings, reporting within their domain, and communicating with stakeholders.
- Preparing site activities in advance and finalizing end-of-project documentation in coordination with the Site Quality and HSE Manager, and project stakeholders.
- Ensuring their team has the necessary skills and resources, and taking action to develop competencies or provide tools when needed.
- Managing team schedules and resolving conflicts due to overlapping projects, absences, or training needs.
- Coaching team members, reinforcing positive behaviors, and reporting observations to relevant managers.

Language Skills & International Experience

- Excellent command of English (spoken and written) is essential for this role.
- Ability to communicate effectively with international teams and stakeholders.
- Experience working in international project environments is highly valued.
- Capacity to adapt communication styles across cultural and organizational contexts.

Working Relationships

- Hierarchical: Reports to the Westinghouse Site Quality and HSE Manager; reports to the Radiation Protection Advisor for RP matters.
- Functional: Integrated into the project team, works with Project and Intervention Managers.
- External: Main contact for client EHS services; interfaces with the Authorized Notified Bodies, subcontractors, and other third parties.

Key Skills & Qualifications

- Engineer (Master’s degree or equivalent) in EHS.
- Certifications and authorizations relevant to the activity.
- Excellent knowledge of EHS standards and laws, especially the requirements associated with :

  • the French Act No 93-1418 dated 31 December 1993 and its implementing Decree No 94-1159 dated 26 December 1994, amended by Decree No 2003-68 dated 24 January 2003, particularly regarding the general coordination requirements in compliance with Article L4531-3 of the French Labour Code.
  • the French “INB Order” of 7 February 2012.

- Experience in cause analysis and corrective action management.
- Practical skills: safety harness use, protective suits, scaffolding inspection, fire extinguisher handling, first aid.
- Fluent in French; excellent writing and communication skills.
- Ability to manage pressure and communicate effectively with external stakeholders.
- Knowledge of services and techniques relevant to the assignment.
