Costing Specialist/Lead Analyst

Your Day to Day

The primary role of the Costing Specialist/Lead Analyst (Finance/Accounting) is to manage Westinghouse Electric Company compliance with government direct and indirect rate cost development and application.  This person capable of fulfilling this role may be an experienced project cost accountant, budget analyst, scheduler, financial accountant, or any other skill that has had the responsibility of assuring cost compliance with Federal Government regulations.  The role will be assigned the duties of direct and indirect rate development and management from the initial development of budgeted rates to the certified submission of year-end rates and costs (incurred cost submission) including the lead role in any audit related to cost compliance.  

In this position, the Cost Specialist will provide the following services related to Westinghouse Electric Company LLC government accounting responsibilities:

  • Calculate the annual Provisional and Billing Direct and Indirect Rates
  • Provide the quarterly government accounting forecast
  • Provide guidance to project cost accounting personnel on handling project accounting based on contract type (FFP, CPIF/AF, T&M, etc.)
  • Lead audit support for all government audits and compliance requests
  • Lead calculation of and compliance with Year-end incurred rate
  • Lead and provide annual incurred cost submission
  • Provide support to project teams, proposal development teams, and corporate planning teams on a regular basis
  • Provide rate guidance for all Federal Government proposal submissions
  • Lead support for compliance reviews for timesheet entries and travel expense reviews
  • Lead interface with US DOE and other government officials
  • Build partnerships with internal Westinghouse support organizations (Shared Services, Procurement, Accounting, Business Reporting & Analysis etc.)

 

Who You Are:

As a successful candidate, you’d bring the following to the team:

The successful candidate will have a solid background of developing, managing, and submitting corporate direct and indirect rates related to Federal Government opportunities and contracts.  The candidate must understand the handling of compliant costs, both direct and indirect, for Federal Government based contracts from the FFP to Cost Reimbursable contract types.  Knowledge of the FAR regulations and requirements is mandatory, as the right candidate will understand the importance of basing the daily operations on these regulations.  History of supporting Government audits is required.  Leading the audits is a plus.  Having the ability to discuss cost compliance to non-business type peers is necessary to assure compliance exists across all functions.  The candidate shall also display strong analytical, problem-solving, organizational and written/oral communication skills to go along with the cost compliance skills. He/she should be a detail-oriented team player who can consistently meet deadlines and possess the ability to work independently as needed. Computer, interpersonal and customer service skills are necessary. The candidate must be able to multi-task and demonstrate the ability to work with a diverse work group of executive managers, business partners and other professionals.

Experience with the following tools is required:

  • Advance knowledge of Microsoft Office applications including Word, Excel and PowerPoint
  • Knowledge or experience with SAP  
  • Minimum 7 years of experience in Finance/Accounting, strong preference for 10+ years’ experience in Federal Government Cost Compliance
  • Bachelor's Degree in Accounting/Finance or equivalent
  • Experience with or detailed knowledge of US Government Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR)
  • Must have a strong background working directly with all Federal Government contract types (Cost, Fixed Price, T&M, etc.)
  • Strong analytical and communication skills
