The Project Director: Project Development and Operations will be responsible to drive the various stages of HALEU (High-Assy Low-Enriched Uranium) from development to execution, strategically managing safety, quality, cost, scope, schedule, and internal reporting requirements. The Project Director will use strong organizational alignment and relationship building skills to influence both internal and external resources, producing tangible results. The Project Director has the responsibility, accountability and authority to manage the execution of the engineering design and procurement of the project as well as the strategic oversight of the EPC handling construction, commissioning and turnover to manufacturing of this large capital project in accordance with applicable specifications and standards in order to achieve project and company objectives.
The I-EPC Project Director oversees the project lifecycle and executes strategic plans to meet the organization’s financial and growth objectives and fulfill contractual requirements. The Project Director is responsible to:
- Develop and implement quality, performance and safety standards and procedures for operations.
- Review and approve procurement of required material, equipment subcontractors and other project resources.
- Provide project updates and communicates with clients, contractors, government or regulatory officials and other stakeholders.
- Build effective team capacity to plan and implement the Project, including EPC contractor and subcontractors. This includes definition and staffing of key Project positions to ensure successful delivery such as leads for Project Controls, Scheduling, Finance, Engineering, Supply Chain, EHS, etc.
- Ensure all permits, licenses or certifications required by regulatory authorities are obtained. Establishes and enforces safety protocols and procedures to provide safe job sites and minimize risk.
- Monitors costs and timelines and submits required progress reports to deliver Project on time and within budget.
Duties and Responsibilities:
- This is a hands-on job to assures the I-EPC capital project meets project objectives (including safety, quality, cost, schedule, and scope) by managing the development, design and execution in accordance with specifications and standards.
- Complete the accurate cost budgeting, estimating, forecasting and reporting of assigned projects using the I-EPC Project playbook and Westinghouse Project Management requirements as guide. Responsible for all aspects of Project Management, policies, strategies and operating objectives for the Project from early planning & development to final execution.
- Analyzes and manages risks for the Project. Establish risk profile for the Project and proactively manage mitigation plans, dealing dynamically with unexpected outcomes to ensure success.
- Coordinates the execution of the I-EPC project using applicable company requirements and in conjunction with the selected EPC firm
- Participate in and lead assigned activities related to development of plans for projects under development, including Lessons Learned regarding I-EPC project delivery models.
- Identify and support efforts towards Project optimization and innovation via current industry lessons learned and other comparable initiatives.
- Exercises direct control of cost and execution of the Project. Reports on cost (including forecasting) and schedule attainment. Communicates and resolves technical and commercial issues as related to project objectives.
- Develop and maintain relationships with the WEC functional leadership from Engineering, Supply Chain, Quality, and Commercial teams for effective delivery of Project scope. Engage to support and to use effective influence/communication to lift barriers to successful completion scope
- Effectively communicate with internal and assigned external customers and partners to identify and prioritize needs. Establish and report on KPIs routinely to key stakeholders.
- Establish, lead and coordinate cross-functional team to drive projects to ensure proper integration and alignment with broader company goals. Participate in and leads development of people, organization, core processes, tools and necessary interfaces to accomplish activities/work scope.
- Participate in and leads assigned activities related to project development efforts in support of offers in following areas: defining delivery models and execution strategies, defining divisions of responsibility (DOR), development of project schedules and estimating scopes, and developing technical reports.
Education and Qualifications: Skills and Competencies:
- BS Engineering or construction management
- MBA degree is preferred
- 15+ years of leadership experience in major project delivery
- PMP Certification Preferred
Skills and Competencies:
- Experience in new plant / facilities projects from early development through contract signing and project execution
- Strong nuclear / industrial safety and HuP mindset
- Effective communicator both verbal and written
- Excellent facilitation and leadership skills working with both internal and external resources
- Demonstrated ability to develop and maintain relationships with customers, partners, and internal and external stakeholders is required.
- Experience in working and leading in a matrix organization
- Proven successful experience in executive interface both internally and externally
- Uses fact based, structured decision-making process to initiate and support appropriate actions
- Knows how to effectively exchange information, instructions and ideas within across functional teams
- Understands and adheres to all policies, procedures, and guidelines pertaining to safety, health, environmental and quality assurance emphasizing this perspective in their own work and in the work of others
- Proficiency in leadership and implementation of all aspects of capital project management:
- Implementation of stage-gate procedures,
- Schedule preparation and control, and associated resource allocation planning,
- Cost estimating,
- Project Progress and budget tracking, and
- Project risk management and contingency planning techniques.
- Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
- Knowledge and understanding of the Project Management Body of Knowledge.
- Ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions.
- Ability to effectively manage a large, diverse team of technical managerial/supervisory, professional, and support staff.
