Export Control Specialist

There is a requirement for a Export Control Specialist providing a service to the Springfields site and reporting directly to the Director of Global Nuclear Safeguards & Strategic Export Programs. The role is required to ensure that all relevant export, import & Nuclear Safeguards regulations and procedures are interpreted, understood, and complied with.
Role Description (N.B. this is not an exhaustive list of the role requirements):
Advice and instruction to the Springfields site:
- Subject Matter Expert
- Review export control policies and procedures
- Design and implement workflow management system
- Create export control procedure/manual
- Export Control training
- Independent Nuclear Assurance (INA)
- Support and advice for new build and projects
- Authorising End User Undertakings
- Weekly meetings with Director of Global Nuclear Safeguards & Strategic Export Programs
- Global Repository maintenance and updates
- Issue of ‘Authority to export’
- Provision of advice, education, and guidance as to what is licensable and reportable and all conditions that must be adhered to following the issue of a licence.
- Internal and external sole contact for the Company in relation to Trade Compliance managing problems, queries, or anomalies.
- Leads regular update meetings and ensures continual open communication with Export Licence Owners and Export Control Directors.
- Host and organise external audits with ECJU.
- Support customer internal audits.
Apply for licences on behalf of SFL/WEC UK:
- Apply for export licences to Export Control Joint Unit (ECJU) on behalf of SFL/WEC UK, ensure licence conditions are adhered to and authorise exports
- Apply for import licences to ONR on behalf of SFL
- Authorised export/import licence signatory for the Company
- Ensure DIT & BEIS additional conditions are adhered to prior to export following issue of licence.
- Ensure DIT conditions are adhered to upon export when using a general licence.
Regulatory Reporting Requirements:
To undertake activities, maintain records and produce reports to enable the site to meet all relevant regulatory or governmental reporting requirements, e.g.:
- Monthly/weekly reporting to DESNZ
- Annual reporting to ECJU
- Response to DESNZ ‘inward assurance’ requests
- DESNZ notification to register the initial use of a new licence
- Quarterly and annual additional protocol reporting

Desirable skills / Experience / Qualifications
- Ability to interpret instructions relating to regulatory compliance
- Relevant experience of trade compliance in relation to nuclear fuel, technology, and goods
- Previous experience of working closely with UK Government departments
- Knowledge of the UK Strategic Export Control Lists
- Professional qualification relevant to the role or a minimum of two years’ experience
- Knowledge and understanding of relevant good practise regarding export control.
