Primary Function of the Job

Manage large, highly complex programs that develop, manufacture, test and deliver Instrumentation and Controls (I&C) and Engineering Solutions (ES) to Commercial Nuclear Power Plants in Asia.  In this role, you will oversee execution of Sanmen Phase I DCIS upgrade and be responsible to meet established the overall schedule and financial objectives for the project.  This will be accomplished by

  • Overseeing, and holding accountable, direct reporting or matrixed project resources
  • Ensuring sound Project Management tools and practices are in place and being followed to monitor project progress
  • Ensuring that all contractual requirements are met and execution remains within committed scope
  • Leading discussions with customers on variation orders and other commercial and project execution related topics

Manage multiple large/complex projects

Define and initiate projects and assign and/or obtain project managers to manage cost, schedule and performance of Sanmen Phase I DCIS upgrade program, cyber security, and safety HMI, while working to ensure the ultimate success and acceptance of the program.

Oversee, author, and/or direct the authoring of program/project plans including developing scope, schedule, and cost baselines. 

Analyze needs and develop unique customer satisfaction and project performance metrics.

Project executing,  monitoring & controlling

 

Manage overall Sanmen Phase I DCIS upgrade program performance to meet quality, schedule and financial goals as set forth by Westinghouse, customer and regulatory requirements.

Direct responsibility for program financial performance. 

Ensure program sub-projects are delivered on schedule and within budget.

Oversee all work activities and motivate to increase performance. Manage program resource assignments (labor, equipment, supplier, etc.) to ensure program goals are achievable.  

Maintain continuous alignment of program scope with strategic business objectives, and make recommendations to modify the program and/or implement changes to enhance effectiveness toward the business result or strategic intent. 

Provide leadership to train, motivate and direct technical and administrative personnel to resolve issues during project implementation

Project Closing

Oversee closure of Sanmen Phase I DCIS upgrade program. 

Formally close program when all projects are completed.

Perform final program quality assessment and report out.

Identify and communicate opportunities for improvement, lessons, and risk avoidance for future work.

Develop positive relationships with cross functional/product line team, customer, suppliers, Westinghouse in-country representation (for international projects), and other stakeholders to drive project to successful completion.

Align stakeholder (e.g.  team, customer, suppliers, Westinghouse in-country representation, etc.)  expectations to achieve overall acceptance of program objectives.

Education/Experience/KSAs/Certifications/Languages

Qualification

Minimum Required

Preferred

Education

Bachelor’s degree. 

Applicable disciplines are Project Management, Engineering, Business, Construction Management or related technical discipline.

Advanced degree in Project Management, Engineering, Construction, Manufacturing or Business.

Experience

10 years of experience as project manager leading and directing high complexity projects to successful completion.

5 years in technical/engineering lead role and 5 years as project manager may be considered as equivalent. Demonstrated ability to lead, influence, and solve complex problems.

Proven ability to analyze information for complex decision making.

11 –15+ years of experience as project manager in a technical industry such as engineering, manufacturing, nuclear or construction. 

Background managing I&C or ES projects and/or projects involving China customers a plus.

Expert knowledge of Microsoft Office tools and Primavera or Microsoft Project.

Mastery of the transformation of data to information for visual reports; database concepts in order to manage data within systems; the interaction of company functions that are touch points to projects (Finance, Legal, Quality, Supply Chain, etc.). High-quality presentation skills.

Mastery of Project Management Institute (PMI®) Project Management Body of Knowledge.

Will be expected to complete assigned training in Westinghouse Systems, Procedures, and Policies applicable to assignments.

Broad technical knowledge of nuclear power plants – specifically I&C and ES. 

Knowledge of general Asia business practices and contracting.

Certifications

Westinghouse Program Manager qualification completed. 

For external candidate, must be PMP, or equivalent certification or meet eligibility requirements. 

PMI PMP Certification or PgMP Certification or other equivalent project management certification.

Project Controls-related certification (scheduling, estimating, earned value, risk, etc.) will be viewed as a plus.

Languages

Proficient in English
